Scholl Canyon Landfill – Design and CQA Services for Top Deck GCL Final Cover

Overview

The Scholl Canyon Landfill is a municipal solid waste disposal facility and landfill located in the central San Rafael Hills, within eastern Glendale in Los Angeles County. The landfill opened in 1961. The site contains 314 acres of waste out of a total permitted 440 acres. This landfill is allowed to receive 3,400 tons per day.

Scope of Services Provided by AES

AES performed design and CQA services for two separate projects including Design of Top Deck Final Cover and CQA Services for 17 acres of Top Deck GCL Cover.

The design services included:

  • Geotechnical characterization of three onsite stockpiles
  • Laboratory saturated hydraulic conductivity and unsaturated hydraulic parameters
  • Water balance HELP modeling, design of geocomposite drainage layer, and design of vegetation layer/protective soil cover for the GCL
  • ET cover design including water balance modeling using UNSAT-H and evaluation of suitability of stockpiled soils as ET cover materials, and design of ET cover thickness
  • Developed specifications for geosynthetics and soil materials for both final cover options
  • Prepare Technical Memoranda and Design Reports to regulatory agencies

The CQA services during construction included:

  • Interim cover thickness verification and preparation of existing interim cover
  • Screening of existing soil stockpile materials
  • Construction of the foundation layer
  • Installation of passive gas venting system
  • Installation of 2.3 million sq. ft. of geosynthetics materials including geomembrane, GCL, and drainage geocomposite
  • Erosion control improvements
  • Hydroseeding of deck areas and reworked slope areas
  • Preparation of as-built CQA report
