San Timoteo Sanitary Landfill – Geotechnical Investigations, Design, and CM/CQA Services for Unit 2, Phase 3-2 and 4 and 5-1 Composite Liner

Overview

The San Timoteo Sanitary Landfill is a Class III landfill located in the southwest corner of the City of Redlands. The landfill consists of a 366-acre site of which 114 acres are permitted for refuse disposal, with an average rate of 2,000 tons of waste per day.

Location:

County of San Bernardino

Owner / Client:

County of San Bernardino, Solid Waste Management Division

Performance Period:

2018-2024

Services:

  • Solid Waste Engineering
    • Geotechnical Evaluations
    • Landfill Expansion Design
    • Construction Quality Assurance (CQA)
    • Construction Management (CM)

Scope of Services Provided by AES

Geotechnical Investigations, Design Support, and CM/CQA Services for Unit 2, Phases 3-2 and 4 Expansion – The project involved 2.5 million cu. yds. of excavation and buttress construction and construction of 16 acres of composite side slope and canyon bottom liner. Our scope included:

  • Geotechnical investigations including drilling, coring, and downhole geophysical logging to characterize the geologic structure and design excavation plan and buttresses for side slope stabilization and evaluation of onsite soils for suitability as low-perm subgrade layer for an alternative liner system.
  • Static and seismic stability analyses involving excavation of 1.5H:1V cut slopes to 250-foot maximum height and performing seismic stability evaluations.
Alternative liner design featuring 1-foot-thick low-permeability layer and GCL encapsulated between two HDPE geomembrane layers and preparation of a Technical Memorandum for submittal to regulatory agencies.
  • CM/CQA services for the 16-acre composite liner, 480,000 CY buttress, LCRS, operations layer, drainage structures, access roads, stockpiles, and other site improvements.
  • Preparation of As-Built CQA Report for regulatory agencies review.

CM/CQA Services for Unit 2, Phase 5-1 Expansion – AES performed CM and CQA services for the construction of 7 acres of composite side slope and 4 acres of base liner for Unit 2, Phase 5-1 expansion involving 188,000 cu. yds. of excavation and buttress construction and 1.0 million sf of geosynthetics. AES also prepared an as-built CQA report for submittal to regulatory agencies.

Accomplishments / Commendations

AES earned commendations from the client for our successful execution of these projects:

“AES has been providing engineering services, they have completed over a dozen projects on a number of our landfills, including geotechnical studies, design of composite liners, preparing closure plans, preparing plans and specifications for liners and closure projects and providing CM and CQA services for liner and final covers. From my personal experience and experience of my staff interfacing with AES Project Managers and their field staff, including Kris Khilnani, Dr. Suji Somasundaram, Grant Miller and Michael Raub, we have found their performance to be technically sound, responsive and professional. Their project deliverables are high quality and have been submitted on schedule.”
