Colton Sanitary Landfill Closure – CM/CQA Services

Overview

The Colton Sanitary Landfill covers 113 acres, with 88 acres used for waste disposal. Originally, the plan to close the landfill was with the use of 4-foot-thick monocover, requiring about 600,000 cubic yards of soil. Since there was not enough soil material close to the site, the County decided to use Agru’s Closure Turf®, a material with a synthetic grass top layer, for the final cover. This is the largest closure project using Closure Turf® in southern California on very high, steep slopes.

Scope of Services Provided by AES

AES provided construction management (CM) and construction quality assurance (CQA) services for the final closure. The scope included:

  • CQA Services for Final Cover – The final cover system included a 50-mil LLDPE geomembrane as a barrier layer overlain by synthetic Closure Turf cover system by Watershed Geosynthetics and sand infill ballast on Closure Turf® for wind protection. The CQA activities included:
    • Engineered fills and subgrade preparation for cover system
    • Review of manufacturer quality control (MQC) data and performing conformance testing for geosynthetics components
    • CQA during installation of 4.0 million sq. ft. each of LLDPE geomembrane and Closure Turf® on 80-acre, 2:1 side slopes and top deck
    • Drainage improvements, roads, and gabion walls
    • Preparation of as-built CQA report for regulatory agencies review
  • CM Services – The CM services included contract administration, cost and schedule control, material quantity estimates, processing progress payments, contractor submittals, response to RFIs and Change Orders, review and approve submittals, conducting weekly meetings and coordination with the County and the A-E firm.
  • CQA Services for Landfill Gas (LFG) Improvements – AES’ subconsultant provided CQA services for LFG improvements including abandonment of 171 existing extraction wells, drilling 56 new extraction wells, and removal and replacement of LFG headers and laterals.
