Richard Nogales has worked as a geotechnical CQA technician, manager, and supervisor for the past 34 years. He has worked on major solid waste and public works projects and has performed field monitoring and testing, and laboratory testing involving earthworks, geosynthetics, concrete, asphalt, and landfill gas collection and control systems. Richard served as Lead CQA Monitor for Casmalia Superfund Site CDA Cap construction (involving RCRA cover with GCL as barrier layer) in Santa Barbara County, and for GAC treatment facility and GCCS installation construction at Landers Sanitary Landfill and Phase 3-2 and 4 expansion at San Timoteo Sanitary Landfill for County of San Bernardino. He has led a team of 3 to 4 CQA Monitors on two landfill cells and a 6.5 million cu. yds. landslide stabilization project at the Frank R. Bowerman Landfill and for a partial final closure project at Olinda Alpha Landfill for OC Waste & Recycling. Richard is a GSI-certified CQA Inspector for geosynthetics and compacted clay liners (CCLs).
